Nah, it probably isn't a school bus now that I look at it further, but I think you might be right.
It just might be a garbage truck and the sign is to warn oncoming drivers to watch out for pedestrians coming out from behind the truck.
When you look at the pack of the police officers jacket in the second pic it looks like it says homo in reverse

The OMON are the Russian, hmmm, gendarmerie (for lack of a better word), sort of heavily armed police. I reckon they don't take kindly to unauthorized protests-just like the MVD boys from back in the days of the USSR.
